"Scaling Agile is a challenge because what works for establishing individual Agile teams does not work at the program and portfolio level.
Scaling Agile to the enterprise level follows the laws of complex adaptive systems: as complexity increases and uncertainty increases, new structures processes and rules of engagement are needed.
At the program and portfolio level of the organization, Agile principles that work at the team level no longer suffice. Now the ability to be agile (small a) depends on networks, relationships, and social capital.
Fortunately the rules of networks are known and Organizational Network Analysis provides visibility into the informal networks that people use to get work done. This allows leaders to intervene and design networks that support the Agile teams at the level below without requiring a full re-organization or restructuring the existing hierarchical structure.
However, the current tools frameworks and canned scaling techniques ignore or are unaware of this and doom scaling efforts to failure or sub-optimization.
Above this level, Agile enterprise and business unit, the laws morph again requiring an ecosystem approach. At network of network, or webs of living systems that include more of the environment external to the company."
